Former State Rep. Jim Keffer Added as Senior Policy Advisor

Thorn Run Partners Added to Support Federal Advocacy


North Texas – The North Texas Commission, a unique public-private partnership that drives large, impactful projects and advocates for regional issues, added two new members to its already robust legislative team. Former State Rep. Jim Keffer joins the team as a senior policy advisor to assist with state lobby efforts and Chris Lamond of Thorn Run Partners to assist with federal initiatives.


Keffer joins an already robust team led by NTC Vice President of Advocacy, Holli Davies, as well as Drew and Byron Campbell of Capitol Insights. In his role on the team, Keffer will assist with direct lobbying, regulatory monitoring and issue management.

“This is an important time for North Texas as we integrate our region’s collective advocacy strategies,” said Chris Wallace, NTC’s President and CEO. “Chairman Keffer brings a deep knowledge of regional issues and opportunities and augments an already outstanding team led by Holli and Capitol Insights. Chris Lamond with Thorn Run Partners knows Texas, our region’s top industries and has significant relationships with federal agencies, the Administration and Members of Congress from both parties. He will be instrumental as we lead our region’s federal agenda.”


Rep. Jim Keffer served in the Texas House of Representatives for 20 years representing District 60 which includes Hood County. He was chairman of the House Ways and Means and Economic Development Committees. Keffer also previously served as chairman of the House Committee on Energy Resources and a member of the Natural Resources and Redistricting Committees.


Chris Lamond has considerable experience and has gained recognition working on a wide variety of issues before the federal government on behalf of corporations and associations. He has a strong focus on infrastructure, higher education, healthcare and financial services issues.


Davies recently joined the North Texas Commission after serving as the regional director for U.S. Congressman Michael McCaul. Capitol Insights has served as the lobbying firm for the North Texas Commission for several years and was instrumental in the launch of the North Texas Advocacy Coalition.


Established in 1971, the North Texas Commission is a regional consortium of businesses, cities, counties, chambers of commerce, economic development entities and higher education institutions in the North Texas Region. The North Texas Commission improves the economic vitality, infrastructure and lifestyle of North Texas by marketing the region, promoting collaboration and advocating on critical federal and state issues.
